JTA,
along with Dove, Knight, & Associates, developed a
master plan for the expansion of existing facilities, including
an outdoor theater. Development of the plan was achieved through
work with several interest groups, members of the business community,
the Planning Department, and interested citizens. Located on a
man-made island across the sound from Nags Head, the site presented
difficult conditions for planting including wind and poor soils
dredged from the bottom of the canal on the north side of the
island.
