Ms. Toppe graduated from the University of North Carolina at Chapel Hill in 1973 with a Bachelor of Arts in Sociology. In 1976 she completed her Masters Degree in Landscape Architecture from North Carolina State University.

As Planning Director of Cary, North Carolina, she was involved in a wide variety of municipal projects including the development and adoption of land development ordinances, master plans, and zoning ordinances.  She led negotiations for Cary on major development projects proposed to be developed within the Town. 

Ms. Toppe has over thirty years of experience in the public and private sectors in large scale land use and land development projects.  She has successfully entitled numerous large scale planned development projects in the Research Triangle area of North Carolina as a planning consultant.

Project Commitment
Since the onset of her work with Jerry Turner and Associates, Ms. Toppe has continued to use her expertise in handling negotiations between private sector clients and public regulatory agencies and elected officials.  She is very adept at organizing and leading citizen meetings as well.
